He was born May 5, 1951, in Marion County, WV; son of the late Aubrey and Doris Bush Custer. Joe was a 1969 graduate of Morgantown High School. While attending MHS he played football and was All State. He worked at Fort Martin Power Plant, Albright Power Station, LA Palumbo Company, before becoming self employed painter for several years. He then worked for the Dominion Post and most recently as a WVU Campus Service Worker.
